Does regional growth affect public attitudes towards the European Union?
Recercat. Dipósit de la Recerca de Catalunya
- López-Bazo, Enrique
This study analyses the impact of growth (in absolute and relative terms) of the European regions on the attitudes towards the European Union (EU) of their citizens. It does so in a period of socioeconomic turbulence caused by the financial and sovereign debt crises, the accession to the Union of countries of Central and Eastern Europe and the spread of anti-European rhetoric. In a first stage, regional indicators of support for and trust in the EU are calculated from the microdata of several Eurobarometer surveys. They confirm interesting changes in the regional distribution of citizens' attitudes during the period analysed, which vary between the two indicators. In a second stage, these indicators are merged with data on regional growth to assess the impact of the latter on citizens' perception of the EU. The results suggest that support for and trust in the EU are more widespread in regions with a dynamic economy. This positive impact of growth remains significant and sizeable after controlling for several economic characteristics of the region. However, the impact of regional growth on attitudes towards the EU is not the same in all regions. The effect of support and trust is more intense in regions with per capita income above the EU average.

Citizens' perception of the Cohesion Policy and support for the European Union
Recercat. Dipósit de la Recerca de Catalunya
- López-Bazo, Enrique
- Royuela Mora, Vicente
Using a novel database, this study assesses the impact of the perception of the personal benefits of the EU Cohesion Policy on support for the European project. The results show that the gap in support between people who claim to have benefited from the Cohesion Policy and those who feel they have not vanished once differences in individual traits and reverse causality are taken into account. This means that, despite the significant positive effect that the intensity of the Cohesion Policy in the region exerts on the perception of the policy, it does not stimulate support for the EU.

Construction of a Composite Index of European Identity
Recercat. Dipósit de la Recerca de Catalunya
- Royuela Mora, Vicente
In this work, we build a Composite Index of European Identification. We analyse the main theoretical backgrounds explaining citizens' identification with Europe and the alternative types of identities (civic against the ethnic-cultural constructions) and the social psychology theory (based on awareness, emotional attachment and evaluation). We have found that neither of them report spatially homogeneous results over Europe. The proposed solution in this work is the use of fuzzy set techniques. This option is flexible enough to report an index of identification with Europe at the individual level. The Composite Index of European Identity a report an alternative specification to the self-reported perception given by individuals. In this work, we have reported a brief description of the index, which report higher values in Eastern European countries and Spain, and lower average figures in the United Kingdom, France, Sweden and the Netherlands. The index is clearly increasing with education, income and city size, and does not display any first-sight association with respondent's age and gender. The Composite Index is an important complement to the survey's scores, as it captures the grounds in which social identification is built and consequently displays a more robust picture of the determinants of European identity and particularly by the role played by regional policies.

Funding information: European Commission, Grant/Award Number: H2020-REFLECTIVE-SOCIETY-2015. Grant Agreement num; EC, Grant/Award Number: 693529, [eng] This work summarises the main findings of the review of the implementation of the Cohesion Policy in Extremadura (Spain) during the Operational Program 2007-2013, which closed early 2017. The PERCEIVE project, developed within the H2020 framework, gives the opportunity to analyse the characteristics of the region, its main strengths and weaknesses together with the opportunities and threats, and how the Cohesion Policy addresses these challenges. We perform a general overview of the Operational Program 2007-2013 in Extremadura, analysing the final expenditure by priority themes, the absorption rate, the time-line of the implementation and execution, and a comparison with the current 2014-2020 programming period. We also analyse the governance of Cohesion Policy in Extremadura and the institutional setting. We finish this report by summarising the main conclusions and the expected outcomes of the research project in its next stages., [spa] Este trabajo resume las principales conclusiones de la revisión de

This study analyses the impact of growth (in absolute and relative terms) of the European regions on the attitudes towards the European Union (EU) of their citizens. It does so in a period of socio-economic turbulence caused by the financial and sovereign debt crises, the accession to the Union of countries of Central and Eastern Europe, and the spread of anti-European rhetoric. In a first stage, regional indicators of support for and trust in the EU are calculated from the microdata of several Eurobarometer surveys. They confirm interesting changes in the regional distribution of citizens’ attitudes during the period analysed, which vary between the two indicators. In a second stage, these indicators are merged with data on regional growth to assess the impact of the latter on citizens’ perception of the EU. The results suggest that support for and trust in the EU are more widespread in regions with a dynamic economy.
