Analysis of urban governance models becomes evident the different attitude among cities in light of the possibility of meeting new ways of local public management. Most notably since the crisis of 2008 this was made clear in different European cities when several social actors began to claim the so-called “public-communitarian management”. One of the fields where the implementation of this type of management has been raised most frequently is that of the social centres. The article proposes the term “citizen management public spaces” in referring to these experiences. The research focuses in the city of Zaragoza (Spain) analy-sing two particularly relevant cases and based in a qualitative methodology including the conduct of 30 in-depth interviews with members of the local government team, councillors of the opposition parties, municipal technicians and advisers as well as the different social actors involved in the centres management. Conclusions highlight that while the opening to this management typology raises tensions and problems of varied nature, it does mean an opportunity to bring in the reform of the state agenda the citizen demand of greater parti-cipation and local institutions democratization.

El análisis de los modelos de gobernanza urbana evidencia la mayor o menor apertura en cada ciudad ante la posibilidad de experimentar nuevas fórmulas de gestión pública local. Así se constató en diferentes ciudades europeas a partir de la crisis de 2008 cuando un número creciente de actores sociales comenzaron a reivindicar el impulso de lo que se ha denominado como 'gestión público-comunitaria'. Uno de los ámbitos donde con mayor frecuencia se ha planteado la puesta en práctica de esta modalidad de gestión es el de los centros sociales. El artículo propone el término 'espacios públicos de gestión ciudadana' para referirse a dichas experiencias. La investigación se centra en la ciudad de Zaragoza (España), analizando dos casos particularmente relevantes y está basada en una metodología cualitativa en la que destaca la realización de treinta entrevistas en profundidad durante los años 2017 y 2018 a miembros del equipo de gobierno municipal, concejales de los partidos de la oposición, técnicos municipales y asesores, así como a los distintos actores sociales involucrados en la gestión de los centros. Las conclusiones destacan que, si bien la apertura a esta fórmula de gestión plantea tensiones y problemas de naturaleza diversa, a la vez supone una oportunidad para incorporar a la agenda de la reforma estatal la reivindicación ciudadana de mayor participación y de democratización de las instituciones locales., Analysis of urban governance models becomes evident the different attitude among cities in light of the possibility of meeting new ways of local public management.
